JOB DESCRIPTION


Job Summary 

The Jacksonville Housing Authority is seeking a Vice President of Property Management to oversee, either directly or through subordinate supervisors, Jacksonville Housing's property management and resident leasing divisions, and coordinate with contracted managers of affordable housing properties.  The position will be responsible for establishing departmental priorities and goals and providing the necessary direction and leadership to accomplish those priorities and goals.  VP of Property Management will coordinate the management of key performance indicators, budgets, and prepare and maintain all related records and reports.  Responsible for assisting the Senior Leadership in the formulation of Agency plans and programs, the evaluation of existing Agency programs, and the establishment and updating of organizational goals in line with the industry's best practices.

Essential Job Functions

A.    Oversee all housing operations, either directly or through subordinate supervisors, and property management for affordable housing:

  • Promote a high level of performance based on industry standards and professional real estate management. Knowledge of the Public Housing Management Assessment Program.  Knowledge of establishing efficient procedures for occupancy, rent collections, inspections, and resident satisfaction.
  • Review the information regarding rent and other collections received to ensure that goals are met.
  • Assure that resident complaints and grievances regarding housing matters are heard and resolved in accordance with established procedures and HUD regulations.
  • Confer with subordinate supervisors periodically to assess the status of assigned areas of responsibility, resolve problems, and establish procedures to promote a more efficient operation.
  • Review and interpret federal, state, and local regulations pertaining to public housing.
  • Establish departmental priorities and provide direction and leadership to assure that priorities are addressed properly.
  • Fully understand and track housing trends.
  • Conduct periodic staff meetings to discuss problems, receive reports, and inform subordinates of issues and priorities.
  • Establish and maintain relationships with resident groups to improve communications and assure consistency.
  • Monitor budgets through management of occupancy rates, unit turnover, revenue collection, and expenditures, including purchases.
  • Communicate with on-site managers of affordable housing properties to discuss problems, and capital needs, evaluate the condition of the property, or other matters regarding the property.
  • Determine the status of affordable housing properties through a review of the budgets, expenditures, vacancies, income, various reports, etc.

B.    Supervise housing management staff:

  • Conduct pre-employment interviews and make hiring recommendations.
  • Interpret and apply Authority personnel policies, departmental policies, and other relevant policies and procedures.
  • Review time and leave reports for the department.
  • Prepare and review performance appraisals and discuss them with subordinates as appropriate.
  • Counsel employees regarding job performance and document in accordance with established procedures
  • Provide advice and assistance to subordinate supervisors regarding employee discipline.
  • Recommend disciplinary action as needed.

C.    Participate in the overall administrative function of the Authority:

  • Thorough knowledge of management principles, practices, and procedures, including landlord/tenant practices and laws.
  • Proven track record of success in managing affordable and subsidized multifamily rental properties, including a good record of tenant relations.
  • Experience managing market rate, conventional, commercial and properties funded through some or all the following programs: Public Housing, HUD Section 8 Housing Choice Vouchers, federal Low-Income Housing Tax Credits, HUD HOME program.
  • Experience with public procurement laws.
  • Excellent planning and organizational skills; ability to manage shifting priorities, deadlines, and workloads quickly and frequently.
  • Excellent organizational skills and ability to analyze complex situations and develop solutions timely.
  • Strong computer skills, including but not limited to the use of spreadsheets and purchase/work order systems.
  • Ability to communicate effectively, both orally and in writing, including preparing technical reports
  • Physical ability to visually assess and physically inspect all floors of multi-story properties without an elevator required.
  • Availability and willingness to respond to occasional property emergencies in multiple locations on a 24/7 basis, not including scheduled vacations.
  • Develop long and short-term goals and objectives for areas of responsibility for the strategic plan for the organization.
  • Represent the Authority in meetings with local government officials, community agencies, and organizations.

MINIMUM QUALIFICATIONS


Education and Experience

Bachelor's degree in property management, real estate, or business administration is preferred. A bachelor's degree in public administration, or a closely related field, plus seven (7) years of progressively responsible experience in property management, including five (5) years of supervisor experience, and CPM, CCIM, RPA, or equivalent is required.  An equivalent combination of education and experience may be considered. 

Required Knowledge, Skills, and Abilities

  • Thorough knowledge of management principles, practices, and procedures, including landlord/tenant practices and laws.
  • Proven track record of success in professional real estate management including affordable, subsidized, multifamily, and RAD rental properties, including a good record of tenant relations.
  • Experience managing market rate, commercial, conventional, and properties funded through some or all the following programs: Public Housing, HUD Section 8 Housing Choice Vouchers, federal Low-Income Housing Tax Credits, and HUD HOME program.
  • Experience with public procurement laws.

Physical Demands

Work is principally sedentary, however, occasional physical work will be necessary. The work involves normal risks or discomforts associated with an office environment. The work area is usually adequately lighted, heated, and ventilated. Must be able to sit in an office environment, as well as be able to repeatedly lift and pull up to 50 lbs., bend, kneel, climb ladders, and other strenuous activities. Must have the ability to drive a pickup truck and van.

Other: Must possess a valid driver's license and be insurable by Jacksonville Housing.
