JOB DESCRIPTION


Job Summary

Metrics-driven leader with analytical, financial, and technical acumen.  This leadership role is responsible for ensuring the supply chain and is focused on supporting the needs of the Agency with timely delivery of cost-effective products and services that provide the best value for JHA. Develop/refine and lead a procurement strategy with short and long-range goals to promote value, efficiency, and growth in the corporate services and materials procurement for both direct and indirect categories. ensuring those responsible for serving as the principal procurement official for JHA and for the procurement of all goods, supplies, and services in accordance with applicable federal, state, and local laws, rules, ordinances, and regulations.  Excellent interpersonal and communication skills with a proven ability to create and maintain positive working relationships with department heads, vendors, and suppliers.

Essential Job Functions

  • Responsible for reviewing and supervising the development, execution, and approval of staff and user departments Invitation for Bids, Request for Proposals and Request for Qualifications and ensuring project timelines are adhered.
  • Perform procurement outreach activities communicating Jacksonville Housing procurement process and identify and develop continuous improvement processes.
  • Determine and implement the appropriate method of procurement to secure the requested service, commodity or supplies and execute the necessary action.
  • Direct the procurement staff in the planning, organizing, and monitoring of procurement activities while overseeing the integrity and documentation of contract files.
  • Identify, evaluate, and resolve departmental work-related issues.
  • Establish departmental priorities while using sound business judgment and discretion to ensure project timelines, milestones and activities across various projects are completed.
  • Collaborate with user departments to provide procurement direction and contract oversight.
  • Perform systems and internal control reviews of departmental work.
  • Gather and collect information on problems to determine areas of deficiencies.
  • Prepare and submit procurement recommendations to Jacksonville Housing management.
  • Assist user departments in resolving disputes with suppliers regarding service, cost, and prepare appropriate correspondence to suppliers relating to department inquiries and procurement issues.
  • Maintain the integrity of contract files documentation and ensure information is properly stored on Jacksonville Housing network.
  • Create and develop various procurement and vendor outreach reports.
  • Manage, train, and evaluate staff performance to ensure they are knowledgeable and skilled to perform the assigned position requirement.
  • Prepare and review departmental board items and reports for management.
  • Oversee and facilitate procurement training workshops for vendors and Jacksonville Housing staff.

MINIMUM QUALIFICATIONS


Education and Experience

Bachelor's Degree in business, accounting, or HUD Procurement training in a related field and a minimum of two (2) years of experience in procurement and/or contract development, administration, and negotiations. An equivalent combination of education and experience may be considered. Must possess a valid Florida driver's license, or within six (6) months of employment, and be insurable under the Authority's plan.

Required Knowledge, Skills, and Abilities

  • Experience creating and developing a high performing team.
  • Knowledge and understanding of procurement methods, principles and terminology. 
  • Knowledge of the HUD Capital Funds Program and the submission requirements.
  • The Section 3 and Davis Bacon requirements for procurement and contracting.
  • Understanding the obligating and expenditure process and the deadlines under the Capital Fund final rule.
  • The principles of ethics in procurement.
  • The basic Public Housing Development process and understands principles and practices of construction, personnel management and grant administration, technical specifications and practices of cost-effective construction.
  • Plan, organize, assign, coordinate, review, and evaluate the work of professional, technical, consultant, and administrative support staff.
  • Prepare, administer, and monitor a project budget and anticipate future budgetary needs.
  • Develop persuasive oral presentations of Ideas and recommendations.
  • Interpret and apply complex rules, regulations, laws, and ordinances.
  • Provide assistance and project management oversight on assigned projects.
  • Evaluate alternative project approaches and adopt effective solutions.
  • Prepare accurate and detailed written material, including staff and administrative reports.
  • Analyze policies, proposed code amendments and changes to established programs and policies.
  • Exercise sound, independent judgment, and initiative within established guidelines.
  • Ability to generate records, receipts, and reports efficiently using a calculator and the computer system.
  • Ability to establish and maintain effective work relationships with peers, superiors, residents, community service agencies, and the public.
  • Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements.
  • Skilled in analyzing situations to identify problems and offer possible solutions.
