JOB DESCRIPTION
Job Summary
Under the supervision of the HCV Director, this position maintains and develops housing provider relationships and partnerships in promoting community landlords, owners, and property managers as effective partners to preserve and expand the quality and quantity of affordable housing options for HCV participants. The incumbent will be responsible for identifying property owners, property managers, service providers, and management companies who are willing to provide housing for voucher program applicants and participants and perform outreach, briefings, and group meetings and workshops. Conducts housing market research and maintains data on available rental housing units. The duties listed below illustrate the various types of work performed. Essential Job Functions
A. Research rental markets to identify prospective landlords for the Housing Choice Voucher participants and generate leads for outreach and recruitment
B. Market the Housing Choice Voucher program to prospective landlords and explain all program facets and associated paperwork requirements
C. Maintain consistent communications with landlords via telephone, email, virtual, and in- person
D. Create written communication in the form of newsletters, publications, PowerPoint Presentations.
E. Collect pertinent information and input data in the software system, creating new landlord vendor profiles
F. Maintain and troubleshoot data in the RentCafe® Landlord Portal
G. Collect and share feedback from landlords about housing programs with team members
H. Proactively recruit landlords and community partners to participate in housing programs by promoting and educating about housing programs and holding regular events such as workshops, receptions, roundtable discussions, and focus groups.
I. Maintain regular communication with and act as a liaison for participants, landlords, community partners, management, and other housing authority teams.
J. Respond to incoming telephone calls and walk-in inquiries from landlords and provide appropriate solutions
K. Coordinate and collaborate with HCV and Finance team members for appropriate resolutions for landlords' HAP
MINIMUM QUALIFICATIONS
Education and Experience
Four (4) years of experience in housing programs, case management, social services, public administration, business administration, sociology, psychology, tenant relations, or related fields, or an equivalent combination of education and experience. An associate or bachelor's degree is preferred. Experience involving dealing with the public, using a computer, or in public housing preferred. Must become certified as HCV Housing Specialist and RAD/PBV Specialist within one year of position.
Required Knowledge, Skills, and Abilities
• Knowledge of HUD and organizational regulations, policies, and procedures.
• Knowledge of business English, spelling, arithmetic, and vocabulary.
• Knowledge of basic office equipment, including computer, fax, telephone, copier, etc.
• Knowledge of commonly used computer software, such as Microsoft Office operating systems
• Knowledge of the principles of communication.
• Knowledge of computer operation, hardware, and software.
• Ability to counsel with housing professionals regarding the rental market, rent reasonableness, comparable, and jurisdictional boundaries.
• Ability to understand and follow oral and written instructions.
• Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions.
• Ability to communicate orally and in writing.
• Ability to instruct individuals on the operation of computers and basic office equipment.
• Ability to establish and maintain effective working relationships with the participants, professional businesses, and other organizations.
• Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines.
• Skilled in analyzing situations in order to identify problems and offer possible solutions.

Must possess a valid driver's license and be insured by Jacksonville Housing. We anticipate hiring at the minimum of the respective pay grades per contractual obligations.
