JOB DESCRIPTION


Job Summary

The Accessibility Manager will serve as the primary resource in identifying issues related to accessibility at all Jacksonville Housing Authority (JHA) properties. The Accessibility Manager will oversee the implementation and management of Section 504 of the Rehabilitation Act of 1973 compliance initiatives across JHA assets and will address fair housing matters initiated by HUD JHA, or other agencies. The role focuses on ensuring that all programs, services, and activities are accessible to individuals with disabilities and compliant with other fair housing requirements. This position will work closely with various departments to assess, develop, and enforce policies, procedures, and environments that meet legal accessibility standards.

Essential Job Functions

Proactively work with JHA's departments to identify actual or potential compliance issues at existing JHA properties.

  • Review and respond to accommodation and modification requests.
  • Manage the implementation of approved Reasonable Accommodation requests that involve structural modifications to a unit.
  • Perform inspections pre and post rehab, modernization, and/or modification exercises to bring units into compliance.
  • Assist the planning & design team by performing design reviews on all projects to ensure compliance with the United Federal Accessibility Standards (UFAS), the Americans with Disabilities Act Guidelines (ADAG), the City of Jacksonville Building Code and all other applicable laws, rules, regulations and guidelines.
  • Track the progress of accessibility improvements and measure the effectiveness of implemented changes.
  • Prepare reports for leadership on Section 504 compliance status, trends, and potential areas of concern.
  • Review accessibility-related complaints and grievances and propose corrective actions when necessary
  • Performs other duties as assigned or required

MINIMUMQUALIFICATIONS


Education and Experience

Bachelor's degree in a related field (e.g., Disability Studies, Human Resources, Public Administration, Business Administration, etc.). At least 5 years of experience in accessibility management, ADA compliance, or related field. Experience in Section 504 compliance or similar federal regulations is strongly preferred.

Required Knowledge, Skills, and Abilities

  • Knowledge of Section 504 of the Rehabilitation Act of 1973, the Fair Housing Act, and the Americans with Disabilities Act and the implementing regulations of these statutes; knowledge of other relevant federal, state, and local statutes and regulations.
  • Knowledge of the reasonable accommodation and modification process, including understanding the interactive process, determining eligibility, and identifying appropriate accommodations.
  • Excellent communication (written, verbal and interpersonal) and negotiation skills
  • Effective problem-solving skills are needed along with excellent organizational and planning experience.
  • Must be able to meet schedule and budget commitments in a dynamic environment.
  • Ability to successfully manage multiple projects and work independently.
  • Ability to travel to project sites as needed
  • Ability to train staff on disability rights and other fair housing topics
